On the Lead/Contact record-->click on Change near the Layout field to change the layout of existing record

You can change the layout of existing records using "Mass Update" in bulk. Go to Leads/Contacts-->select the records-->More Options-->Mass Update-->select Layout field-->choose the desired layout-->Save.
